Rafael is an economist with more than 25 years of experience advising multilateral and bilateral agencies as well as private institutions on results-based management, corporate social and environmental responsibility, and sustainable tourism management; an area in which he holds a Master´s Degree. His expertise is focused in planning, budgeting, monitoring and evaluation (M&E), mainstreaming sustainability on macro and sectoral development. Rafael has leaded the implementation of several projects at local and national scales, ranging from the promotion of sustainable development in culturally and biologically diverse areas, or peace building and sustainable livelihoods with local rural communities in Colombia, to state and national development plans and sector policies in México, Central and South American countries. He also has publications as coauthor on sustainability and results-based management for bilateral and multilateral institutions.
